PETAL II commenced in mid-1996 and is aimed at the validation of the concept and operational requirements defined in the ODIAC ORD requiring the use of air/ground datalink. The goal of the trial is to ensure that the development of concepts and requirements are heading in the right direction - "Operations first, then technology" is its mantra. PETAL II is centred on Eurocontrol's Upper Airspace Control Centre at Maastricht and will conclude in 3Q 2001.
Specifically, the trial is focusing on the validation of eight operational services requiring approximately 65 CPDLC message types. The trial is being run in an operational environment involving air traffic controllers, pilots, industry and communications service providers. The involvement of commercial aircraft operators has resulted in the availability of significant numbers of aircraft whilst simultaneously providing the aircraft operators with the opportunity to be directly involved in the international development and standardisation process. The validation and operational evaluation of the underlying communications infrastructure, which consists of the STDMA based North European ADS-B Network (NEAN), FANS 1/A and ATN, is also an objective of the trial.
In the Spring of 1998 the PETAL II trial was extended to include live trials with American Airlines B767 aircraft operating over an ATN compliant infrastructure provided on the ground by ARINC (using VDL Mode 2) and using Rockwell Collins Avionics. Eurocontrol uses a ProATN to interface its ATC Systems to this infrastructure.
The trial has become the attention of industry focus as the means of validating an ATN based infrastructure in an operational environment. Flight Trials for ATN supported ADS and CPDLC are now taking place using certified avionics on passenger carrying flights, and the final stage of PETAL II is the beginning of the operational use of ATC Datalink.
